What software can turn videos/clips into 720p or 1080p?

I have a lot of good videos but they look a bit grainy on my new 32" Insignia LCD tv with 1080p and 120Hz. It is best to start with HD material.What software can turn videos/clips into 720p or 1080p?You can convert them using any number of video conversion software programs (see link for a comparison of the 10 'best'), but since you can't put in information that isn't there to start with, you aren't going to improve your original videos much by scaling to higher resolution. Your TV does upconversion too (That's how you see lower resolution video on an HDTV) ... although Insignia is a budget brand and not likely to have the best video processing capability. So in your case software upconversion MAY improve the video slightly ... but I doubt it will be worth the trouble.
